Electrical Installation Testing and Certificate Procedure

Purpose. This procedure sets out how installations are inspected and tested, how results are recorded and how certificates of electrical safety are prepared and lodged.

1.Before testing

Complete the visual inspection with the installation de-energised, checking cable selection and support, protection ratings, earthing and bonding, switchboard labelling, enclosure integrity and compliance with the drawings. Record any defect on the job and rectify it before proceeding to electrical tests.

2.Test sequence

Tests are carried out in the order required by the Wiring Rules: earth continuity, insulation resistance, polarity, correct circuit connections, then, with supply connected, earth fault loop impedance and residual current device operation. Record every result on the test results and commissioning sheet as measured, not as pass or fail alone.

• Earth continuity of protective earthing and bonding conductors
• Insulation resistance between live conductors and earth
• Polarity of every circuit and socket outlet
• Correct connection of active, neutral and earth
• Fault loop impedance at the furthest point of each circuit
• Residual current device trip time and test button

3.Instruments

Check the instrument register before the job to confirm the multifunction tester, insulation tester and residual current device tester are within calibration. Record the instrument identification on the sheet.

4.Recording results

Enter the results in the compliance register against the job number within two business days, attaching the completed test sheet. Any result that does not meet the standard is a failed test and the circuit must not be left energised.

5.Certificate of electrical safety

The licensed electrician completes the certificate with the installation details, the work performed, the tests carried out and their declaration. For prescribed work the certificate must be checked by the General Manager or the Electrical Contracting Manager and, where an inspection is required, the inspector arranged before the work is energised. Lodge the certificate within the time the Electricity Safety Act requires and give a copy to the customer.

6.Observations

Defects in the existing installation that are outside the scope of the job must be reported to the customer in writing and recorded in the compliance register as an observation, with a recommendation on urgency.
